Report on Regional Experience Tour Development and New Content Creation
The COVID-19 pandemic served as a catalyst for launching advisory services in developing exclusive regional experience tours.
In 2025, we continued to collaborate with businesses across Japan, supporting the creation of compelling content to enhance tour experiences.
Ibaraki Prefecture “FY2024 Profitable Regional Tourism Support Project”
As an expert advisor, I provided support for two businesses selected under the FY2024 Inbound Content Development Support Project.
Scope of Support
- On-site Visits: Up to three visits (between August and January)
- Online Meetings: Up to three sessions (including those during on-site visits, totaling a maximum of six meetings within the same period)
Initial Meetings and the Tour Development Process
During the initial consultation, we conducted in-depth hearings with the businesses to identify their goals and shape them into unique experience-based content.
Through discussions, we found that there was a strong desire to attract group tours, leading to the proposal of a group tour catering to cruise passengers calling at Hitachi Port in Ibaraki Prefecture.
Steps in the Tour Development Process
- Organizing Site Inspections: Conducting field research to refine the tour concept
- Discussions with Cruise Representatives: Incorporating expert insights to define the target audience’s needs
- Enhancing Tour Content: Refining experiences to align with customer expectations and maximize appeal
Through this process, the ideal tour concept became clear, culminating in the launch of the following tour:

Collaboration with Bus Companies & Official Tour Sales Launch
Building on the tour plan developed for cruise passengers, we have partnered with bus companies and officially launched sales.
Moving forward, we will continue to incorporate customer feedback and refine the experience for even greater appeal.
